Two tiers, two health ratings with confusingly similar names, and a flag that can block graduation entirely. Here is what each one actually is.

The product restriction is the one that actually bites. Being limited to shops rated 95% or better sounds like a quality filter, and it is, but it also removes a large share of the marketplace, including plenty of new brands running the most generous commission rates. Pilot creators often conclude the commissions are poor when what they are seeing is a filtered view.
The account-type rule catches people out. Business accounts are the seller side of the platform. If you switched to Business at some point for the analytics, you will need to switch back before the affiliate route opens. Sources vary on how this is worded, so if you are already on Business and blocked, this is the first thing to check.
Three shoppable videos a day is more than most creators post, so the daily cap is rarely the binding constraint. The two that are: three LIVE sessions a week, which makes a serious LIVE habit impossible, and no campaign access, which locks you out of the organised brand pushes where the better rates usually sit.
Treat the pilot as what it is: a 30-day window to prove a niche converts, not a place to build a business. Sample access is limited here too.

The early route is the one worth knowing about, because most creators assume they are stuck until 5,000. Ten orders is a low bar for anyone whose content converts at all, and it is usually reachable inside the 30-day minimum.
Some accounts get flagged Extended Pilot. If yours is, you cannot graduate until TikTok reviews it, even if you meet every criterion above. There is no appeal process to speed that up and no task that clears it.
The only thing within your control is keeping the account clean: no violations, health rating high, consistent posting. If you have hit the criteria and nothing has changed, this flag is the likeliest explanation, and it is not something you have done wrong.

They are different scores measuring different things, and the similarity of the names is responsible for a great deal of confused advice online. If someone tells you that you need 176% health, they have merged the two.
A probation tier for new affiliates who join between 1,000 and 5,000 followers. It runs a minimum of 30 days and caps you at roughly three shoppable videos a day, three shoppable LIVE sessions a week, products from shops rated 95% or better, and no campaign access.
Either reach 5,000 followers, or graduate early by holding a Creator Health Rating of 176, passing the quiz, and completing one task: six shoppable videos of eight seconds or more, one LIVE of at least five minutes, or ten orders.
A flag TikTok applies to some accounts. If you are on Extended Pilot you cannot graduate until TikTok reviews the account, regardless of hitting the criteria. There is no way to accelerate that beyond keeping the account clean.
A Personal or Creator account. Business accounts sit on the seller side of the platform and are not the affiliate route. You also need to be 18 or over, US based, and verified with a government ID plus an SSN or ITIN.
A standing score on your account. You need it above 95% to join either tier, and zero violations in the previous 30 days. It is separate from the Creator Health Rating, which is the 176-point score used for early graduation.
One to three business days after applying through TikTok Shop, then Creator Center in the app. That gives full access to the Affiliate Marketplace with no posting caps.
