The policy changed in May 2026 and most answers online are out of date. What the Virtual Goods category actually permits, and why the workarounds are worse than the restriction.
Yes, but almost certainly not you, and not yet. TikTok Shop launched a Virtual Goods category in May 2026, the first official route to selling digital products on the platform. As of the most recent guidance it is US only and invite only.
Most articles ranking for this question were written before May 2026 and say digital products are banned outright. That is now wrong. A smaller group describes workarounds, which is worse than wrong: those get accounts enforced. The accurate answer is that the category exists, and access is gated.
Three product types at launch:

Check your Seller Center. If the Virtual Goods category is not available in your account, you do not have access, and there is no application form that changes that today. Access is extended by invitation.
TikTok's Prohibited Products Policy treats virtual and digital products as prohibited unless approved under Virtual Goods. In practice that means the things most people are asking about are still not listable: ebooks, online courses, templates, presets, memberships, subscriptions, digital downloads and printables. Unlicensed gambling products and related digital goods remain prohibited outright.
Three circulate widely. All three are policy violations and all three are detectable.
The downside is not a warning. It is enforcement against the shop, and a shop is a harder thing to rebuild than a product line.

Sell a physical product that carries the digital one, such as a printed workbook or a kit, or use TikTok to build demand and sell the digital product on your own site. Neither breaks a rule.
